The water treatment plant, which will treat water from Lake Michigan, will be Siemens' 12th membrane plant on Lake Michigan. The plant is scheduled for completion in 2011, and will replace an existing water treatment plant in the same area, which was built in 1964. The old plant will be demolished, allowing lakeside redevelopment, and the new venture will be built inland. The new water treatment plant is being constructed and engineered by American Structurepoint and Black & Veatch.

Siemens' Memcor pressurised membrane system in the water treatment plant will consist of six skids, each with 240 membrane modules. This set-up is particularly popular with drinking water plants due to the smaller land footprint when compared to conventional systems, and also has a lower lifecycle cost.
